As such, the proposal is contrary to the National Planning Policy Framework (2023) - Chapter 9 'Promoting sustainable transport'; London Plan (2021) - Policy T4 'Assessing and mitigating transport impacts'; Southwark Plan (2022) - Policy P49 'Public transport', Policy P50 'Highways impacts'.

The submission has not sufficiently demonstrated with respect to noise/vibration that the proposed use can be feasibly undertaken without causing detrimental impact to neighbouring amenity - specifically the effect of amplified music, low frequency noise, noise bleed, and dispersal noise. As such the proposal is contrary to the National Planning Policy Framework (2023) - Chapter 8 'Promoting healthy and safe communities'; London Plan (2021) - Policy D13 'Agent of change', Policy D14 'Noise'; Southwark Plan (2022) - Policy P56 'Protection of amenity', Policy P66 'Reducing noise pollution and enhancing soundscapes'.
