The proposed reconfiguration of fenestration to the rear elevation, by virtue of its excessive scale, lack of uniformity, in-appropriate ratio of void to solid and inconsistency between proposed plans would be incongruous and detrimental to the host property's architecture and to the wider townscape, causing harm to the visual amenity of the Liberty of the Mint Conservation Area. The proposal is therefore non-compliant with the NPPF 2023, Policy HC1 Heritage Conservation and Growth of the London Plan 2021, Policies P13 Design of places, P14 Design quality, P20 Conservation areas, P21 Conservation of the historic environment and natural heritage, and P26 Local list of the Southwark Plan; The Heritage SPD 2021, and; The Liberty of the Mint Conservation Area Appraisal 2018.

Insufficient information and details have been provided in relation to the nature of the proposed AOVs, smoke shaft and increased roof access. An informed assessment of design impacts can therefore not be undertaken due to a lack of understanding pertaining to the relationship of various aspect at roof level and its visibility from the public realm.
