not considered to be ancillary or 'incidental to the enjoyment of the main dwelling house' as defined by
S55(2)(d) of the Town and Country Planning Act 1990, and is considered a material change of use to the
building as defined by S55(3)(a) of the Town and Country Planning Act 1990.

The proposal represents an inappropriate and disproportionate incursion within the Green Belt,
which would result in significant demonstrable harm to the open character and appearance of the Green
Belt and therefore an unacceptable development by definition. The development is therefore contrary to the
objectives and purposes of the Green Belt and as such, the development is contrary to Policy 24 of the
Local Plan and Policy 7.16 of the London Plan 2016 and the NPPF.

The proposal by reason of its excessive size, and scale would result in a disproportionate and
overly dominant form of development which would erode and adversely affect the character and
appearance of the area. The proposal would therefore be contrary to Policy 28 of the Local Plan 2018 and
