The proposed two storey side extension, due to its excessive size, width, scale and siting extending up to the existing roof ridge level, the main front building line and the side boundary, in conjunction with the excessively wide and bulky rear roof dormer extension would constitute an overdevelopment of the site, resulting in an incongruous, unsympathetic and overdominant form of development which is highly visible within the streetscene and from neighbouring properties and rear gardens. Furthermore, the proposal would not be subservient to the main building and would not be in keeping with the prevailing pattern of development in the area. In this respect the proposal if permitted would harm the character and appearance of the streetscene, contrary to Policy 28 of the Sutton Local Plan 2018 and the advice in Supplementary Planning Document 4: The Design of Residential Extensions and Supplementary Planning Document 14 'Creating Locally Distinctive Places' and Policies D3 and D4 of the London Plan 2021.
