impact on the character and appearance of the site and the streetscene. The proposal would be contrary to
Policies D1, D4 and D8 of the London Plan 2021 and Policy 28 of the Local Plan 2018 and Sutton's Urban
Design Guide SPD 14.

Without evidence to the contrary, the development results in insufficient car parking provision, which
would lead to additional on-street parking resulting in unacceptable harm to the safe and efficient working
of the transport and highway network in the area and would be contrary to policy 36 and 37 of the Sutton
Local Plan 2018.

Without evidence to the contrary, the application has failed to provide evidence that the proposal will
provide a satisfactory reduction in carbon emissions, sustainable drainage measures and water efficiency
measures. As such, the application would be contrary to Polices SI 2, SI 4, SI 5 and SI 12 of the London
Plan 2016 and Policies 31, 32 and 33 of the Sutton Local Plan 2018.
