Policies 13 and 28 of the Sutton Local Plan 2018 and Supplementary Planning Document 14: "Creating
Locally Distinctive Places' and Policies D1, D4 and D8 of the London Plan 2021.

the proposed dwellinghouse by reason of inadequate and poor quality external amenity space. The
