The proposed development, due its excessive scale, bulk, mass, height and depth, would appear disproportionate, overly dominant and as an overdevelopment within the limited plot, eradicating the openness that exists to the rear of the parade and it is considered that the design of the proposal is unacceptable and would cause harm to the character of the St Helier Estate Area of Special Local Character and wider streetscene, contrary to policy D3 of the London Plan 2021 and policies 28 and 30 of the Sutton Local Plan 2018.

Due to the excessive size of the proposed extensions, within close proximity of the upper flat(s) at 373 Green Wrythe Lane, it is considered that the proposal would adversely impact on 373 Green Wrythe Lane in terms of creating a sense of enclosure and appearing overbearing, resulting in a loss of outlook. The proposal is therefore contrary to policy 29 of the Sutton Local Plan 2018.

No information has been provided to demonstrate that the extensions would not result in a loss of light to 373 Green Wrythe Lane and as such, without evidence to the contrary in the form of a light report, due to the excessive size of the extensions within close proximity of 373 Green Wrythe Lane, it is considered that the proposal would adversely impact on 373 Green Wrythe Lane in terms of loss of light. The proposal is therefore contrary to policy 29 of the Sutton Local Plan 2018.
