The proposed development, due to its design, excessive depth, width, scale and siting would result
in the cramped overdevelopment of the site and would be an over dominant and incongruous feature,
which would result in the creation of an end of terrace building which would fail to harmonise with the
character of the adjoining semi-detached properties and would therefore adversely harm the character and
appearance of the streetscene thereby detracting from the local pattern of development and would appear
out of character with the streetscene. As such, the proposal is contrary to Policy 28 of the Sutton Local Plan
2018 and the advice in Supplementary Planning Document 14 'Creating Locally Distinctive Places' and
Policies D1 and D4 of the London Plan 2021.

occupiers of Flats 1 and 4, 1 Elgin Road by way of loss of outlook, increase sense of enclosure and loss of
daylight. As such, the development would therefore be contrary to Policy 29 of the Sutton Local Plan 2018.
