By reason of its nature and siting, it is considered the use of the site for intensified residential
purposes would be unacceptable in land use terms due to the corner location and open street block
making a significant and important contribution to the character and appearance of the street scene
and the St Helier Estate. As such, the proposal would be contrary to Policies H1, H2 and D3 of the
London Plan 2021 and Policy 28 of the Sutton Local Plan 2018.

The proposed two storey attached dwelling house, due to the massing, proportions and layout,
would result in an overdevelopment of a prominent corner plot site that would fail to respect the
prevailing pattern of development and existing house types, to the detriment of the character and
appearance of the terraced row it would form part of, the street scene and the St Helier Estate. The
proposal would therefore be contrary to policy D3 of the London Plan 2021, policy 28 of the Sutton
Local Plan 2018 and SPD14 'Creating Locally Distinctive Places'.

Without separate crossover approval and satisfactory sightlines in respect of vehicles
entering/exiting the new property, and without an on street parking survey (to Lambeth methodology)
to determine the availability of on street parking spaces in the immediate area, it is considered that
parking provision would be adversely affected by the proposal and the proposal would cause harm
in terms of highway and pedestrian safety contrary to policies 36 and 37 of the Sutton Local Plan
2018.

Without evidence to the contrary, the application has failed to provide evidence that the proposal will
provide a satisfactory reduction in carbon emissions and water efficiency measures. As such, the
application would be contrary to Policies SI 1, SI 2, SI 3, SI 4 and SI 5 of the London Plan 2021 and
Policies 31 and 33 of the Sutton Local Plan 2018.
