Why it was refused

Reason
As stated on the decision notice
1
The proposed developments siting and appearance by reason of the height, bulk and massing of the proposed mast and fencing would result in a dominant, imposing and overbearing form of development which would result in an overbearing feature within the surroundings. The proposal would result in harm to the character of the area, the surrounding Green Belt, and the setting of the residential properties surrounding the site. No degree of camouflaging of the mast would sufficiently reduce this impact. Furthermore, it has not been demonstrated that reasonable efforts have been made to share the existing mast. As such the proposal would be contrary to Policy 115 of the NPPF and Policies 23, 24 and 28 of the Sutton Local Plan, and as such, prior approval is required and the application refused.
