The application proposal is not for agriculture, horticulture or animal-related businesses, or appropriate facilities for outdoor sport and recreation and cemeteries, but is to provide residential accommodation, and is therefore inappropriate development within the Green Belt, failing to preserve the openness of the Green Belt. The proposal is therefore contrary to policy G2 of the London Plan 2021 and policy 24 of the Sutton Local Plan and unacceptable in principle in land use terms.

The application site is not a suitable site for residential intensification and is not within the described catchment for intensification or a suitable distance to existing public transport or town centres. The proposal would fail to respect the protected Metropolitan Green Belt setting and local distinctiveness, this is especially pertinent when there are other targeted areas within the borough that can accommodate better designed housing. The proposal is therefore contrary to policies D3, H1 and H2 of the London Plan 2021 and policies 1 and 24 of the Sutton Local Plan 2018.

The proposed development would result in an unsympathetic, constricted and truncated plot that is out of character with the surrounding area. It is considered that the design of the proposal is therefore unacceptable in principle and would cause harm to the character of the area and the proposal is contrary to policy D3 of the London Plan 2021, policy 28 of the Sutton Local Plan 2018 and Supplementary Planning Document 14: Creating Locally Distinctive Places 'Urban Design'.
