incongruous and wholly inappropriate form of residential development inconsistent with the
prevailing pattern of development within the immediate area. In addition proposed development
which would be experienced as a single storey property would be uncharacteristic of the majority of
houses within the area which are two storey. As such the proposed dwelling would be harmful to
the character of the site and its wider setting and the streetscene contrary to Policies D1, D3, D4
and D6 of the London Plan 2021 and Policy 28 of the Sutton Local Plan 2018 and the advice in
Supplementary Planning Document 14 'Creating Locally Distinctive Places'
