The proposed development, due to its size, design and location within close proximity of the
footway, has eroded the openness of the corner plot to the detriment of the character of the St Helier
Estate Area of Special Local Character, appearing out-of-keeping, cramped and visually intrusive.
As such, it is considered that the design of the proposal is unacceptable and causes harm to the
character of the streetscene and St Helier Estate Area of Special Local Character contrary to
policies 28 and 30 of the Sutton Local Plan 2018.
