The proposed development, by reason of its excessive height, bulk and massing, particularly on the
southern elevation where there is no setback together with the utilitarian appearance of the lift
extension, would appear visually intrusive, overly dominant, stark and would detract from the
architectural coherence of the existing building, introducing an overbearing form that would appear
harsh and unrelieved when viewed from adjacent properties and public viewpoints. The proposal
would therefore result in an unsympathetic form of development contrary to policies D3 and D4 of
the London Plan 2021 and policy 28 of the Sutton Local Plan 2018.
