The proposed ground floor extension, by reason of its excessive depth and height, would represent a highly dominant and insubordinate addition which would have a detrimental impact on the residential amenity of the occupiers at 99 Cobbold Road that would result in a serious loss of outlook and light, and would create an increased sense of enclosure, contrary to Policies CS2, CS13 and CS15 of the Waltham Forest Local Plan - Core Strategy (2012), and Policies DM4, DM29 and DM32 of the Waltham Forest Local Plan - Development Management Policies (2013), and the Residential Extensions and Alterations - Supplementary Planning Document (2010).
