character of this group of building. In this regard, the proposed work would be
contrary to Policy CS15 of the Waltham Forest Local Plan – Core Strategy (2012);
Policies DM4 and DM29 of the Local Plan – Development Management Policies
(2013), Policy 56 of the Emerging Local Plan Part (2021), Policies D4 of the
London Plan (2021) and Waltham Forest Residential Extensions and Alterations
Supplementary Planning Document (2010) and Waltham Forest's Urban Design
Supplementary Planning Document (2010).

in an unacceptable terracing effect that would disturb the established built pattern
and street scene of The Avenue, that would be detrimental to the area's character
and would set a poor precedent for future developments. In this regard, the

Plan – Core Strategy (2012); Policies DM4 and DM29 of the Local Plan –
Development Management Policies (2013), Policy 56 of the Emerging Local Plan
