The proposed development, owing to the constrained nature of the proposed
plot in addition to poor design and access arrangements, would introduce a
cramped, incongruous and alien form of development which would have an
unacceptably harmful impact on the character and appearance of the surrounding
terraced blocks. This is harmful to the general character and appearance of the
area, failing to comply with the objectives of Policy 53 of the adopted Waltham
Forest Local Plan LP1 (2024).

The proposal fails to incorporate adequate measures to deal with storage and
collection of refuse and recycling materials and is therefore contrary to the
requirements of Policies 57 and 93 of the adopted Waltham Forest Local Plan LP1
(2024).

The applicant has failed to enter into an S106 agreement for an additional unit
and therefore not in compliance withpolicy 94 of the LP1(2024) and the Waltham
Forest Supplementary Planning Document “Planning Obligations” SPD,
specifically in relation to the following planning obligations requirements:
Car-Free Development - the development is to be classified as car-free and
residents will not be eligible for parking permits.
A financial contribution of £650 towards the Epping Forest SAMM
Removal of redundant dropped kerb and reinstatement of kerb to full height.
Renewal of the footway fronting the site.
Potential changes to existing road markings fronting the development,
including removal of single yellow line and replacing it with parking bay
markings. This will require a Traffic Management Order
Financial contribution for an S106 of £1,000 is requested toward improving
sustainable modes of transport including walking and cycling in the sites
vicinity which will directly benefit new residents in this car free development.
Financial contribution for a S106 contribution of £250.00 would be requested
towards monitoring of the Construction Logistics Plan.
Financial contribution of 5% for s106 monitoring fees.
