The proposed single storey rear wraparound extension, by reason of its
excessive depth, height, continuous flank walling and wraparound form, would
appear overbearing and monolithic, resulting in an unacceptable sense of
enclosure, tunnel effect, loss of outlook and overshadowing impacts to the
occupiers of neighbouring properties Nos. 682 and 686 Forest Road. The
proposal would therefore unacceptably harm neighbouring residential amenity
contrary to Policy 57 of the Waltham Forest Local Plan and the adopted
Residential Extensions and Alterations SPD (2010).
