The application has failed to demonstrate that the proposal would provide an
acceptable standard of accommodation with no details of floor-to-ceiling height
or internal natural light levels to all habitable rooms. Furthermore, the
development fails to provide dedicated external amenity space to any of the
proposed dwellings. The proposal therefore fails to comply with policy D6 of the
London Plan (2021), policies DMS1, DMH4 and DMH7 of the Wandsworth
Development Management Policies Document (2016), policies LP1, LP7, and
LP27 of the Wandsworth Publication Version Local Plan (Regulation 19
Version) (2022) and the the guidance within the Wandsworth Housing
Supplementary Planning Document (2016).

acceptable level of cycle parking, failing to promote sustainable travel modes for
future occupiers. The proposal therefore fails to comply with policies T1,T4 and
T6 of the London Plan (2021), policies DMT2 of the Wandsworth Development
Management Policies Document (2016) and policies LP50 and LP51 of the
Wandsworth Publication Version Local Plan (Regulation 19 Version) (2022).

By reason of a lack of dedicate residential and commercial waste store, the
development would cause harm to the amenities of existing and future
occupiers in terms of general amenity and hygiene on site. The proposal
therefore fails to comply with policy DMS1 of the Wandsworth Development
Management Policies Document (2016), policies LP1 and LP13 of the
Wandsworth Publication Version Local Plan (Regulation 19 Version) (2022) and
the Wandsworth Refuse and recyclables in developments Supplementary
Planning Document (2015).
In dealing with this application the Council has implemented the requirement in
the National Planning Policy Framework to work with the applicant in a positive
and proactive manner and the Council has, as far as practicable, sought
solutions to problems arising in relation to dealing with the planning application.
We have made available detailed advice in the form of our statutory policies in
the Local Plan consisting of the Core Strategy, Development Management
Policies Document, Supplementary Planning documents and where appropriate
the Site Specific Allocations Document as well as offering a full pre application
advice service. However, we have been unable to seek solutions to problems as
the proposal is clearly contrary to our statutory policies and negotiation could
not overcome the reasons for refusal.
