The proposal positioning on an unapproved scheme, would result in an ambiguous siting of the proposed building within the wider masterplan; moreover, the principle of positioning the building centrally would further conflict with the development considerations and design requirements of Local Plan Policy WT4 and would fail to make efficient use of land or achieve optimised capacity across the site allocation, contrary to London Plan Policies GG2 and D3.

The proposal would have a detrimental effect on the setting of the agreed wider development due to its excessive size, scale, massing and materiality, as well as its incongruous appearance within a key public space. It would also diminish the quality and legibility of an important residential entrance without sufficient justification, contrary to Local Plan Policies PM2, LP1, LP2 and WT4, London Plan Policies D3 and D8, and Paragraph 139 of the National Planning Policy Framework (2024).

The proposal would present an overbearing form that would adversely affect the outlook and visual amenity of future occupiers. Furthermore, it would fail to deliver a positive and high quality experience for future users and occupiers of the wider site, contrary to Local Plan Policy LP2 and London Plan Policy D3.

The site lies within Flood Zones 2 and 3, and the application fails to provide the necessary information regarding flood risk and sustainable urban drainage. In the absence of this information, the proposal raises concerns regarding its potential impact on flooding, contrary to Local Plan Policy LP12. If you are unsure whether there are relevant restrictions which might stop the building of extensions, alterations to the property or changing the use (even if you have a planning permission) you should consult a suitably qualified professional advisor.
