By reason of its design, scale and massing, the proposed roof extension and
roof terrace would appear as a dominant, visually intrusive and incongruous
addition that would fail to remain subordinate to the host dwelling. The proposal
would result in an unsympathetic and disproportionate form of development that
would be harmful to the character and appearance of the host property and the
surrounding townscape. As such, the proposal is contrary to Policies LP1 and
LP5 of the Wandsworth Local Plan (2023) and the Housing SPD (2016).

By reason of its design, scale and elevated position, the proposed extension
with terrace and screening on top would be an unneighbourly and dominant
structure, resulting in an overbearing impact on the neighbouring properties at
No.138 and 140 Leathwaite Road. Furthermore, the roof terrace would result in
unacceptable overlooking and loss of privacy to neighbouring occupiers. Its use
would also create the potential for noise and disturbance that would be
materially harmful to the living conditions of nearby residents. Accordingly, the
development is contrary to policy LP2 of the Wandsworth Local Plan (2023) and
the guidance contained within the Wandsworth Housing SPD (2016).
In dealing with this application the Council has implemented the requirement in
the National Planning Policy Framework to make available detailed advice in the
form of our statutory policies in the Local Plan as well as offering a full pre
application advice service. However, we have been unable to seek solutions to
problems as the proposal is clearly contrary to our statutory policies and
negotiation could not overcome the reasons for refusal.
