Because of the loss of historic fabric and the detailed design of replacements, the windows harm the appearance and integrity of this grade II listed building and its terrace setting. The works also fail to maintain or improve (preserve or enhance) the character and appearance of the Queen's Park Estate Conservation Area. This would not meet policies 38, 39 and 40 of the City Plan 2019 - 2040 (April 2021), nor policy 5 of the Queen's Park Neighbourhood Plan (November 2022). The works are also contrary to adopted and published supplementary planning guidance, namely 'Queen's Park Estate Design Guide' (City of Westminster: 1995), the Queen's Park Estate Conservation Area Audit (City of Westminster: 2005) and 'Repairs and Alterations to Listed Buildings' (City of Westminster:1996).
