fail to maintain or improve (preserve or enhance) the character and appearance of the East
Marylebone Conservation Area. This would not meet Policies 38, 39 and 40 of the City Plan
2019 - 2040 (April 2021).

The proposed serving hatch located within the shopfront on Candover Street could facilitate
and require customers to stand on the highway while being served and waiting to be served
which will block the flow of pedestrians along the footpath and so could be unsafe. This would
also make it difficult to clean the footpath. This would not meet Policies 25, 28 and 43(D) of
the City Plan 2019 - 2040 (April 2021) and Westminster Way SPD (September 2011).
