By reason of the removal of the historic stone plinth, which forms part of the original boundary treatment and contributes to the architectural and historic significance of the Grade I listed building, the proposal would result in harm to the significance of the designated heritage asset and its setting. This harm is not outweighed by public benefits and the proposal therefore fails to preserve the special architectural and historic interest of the building, contrary to Sections 16 and 66 of the Planning (Listed Buildings and Conservation Areas) Act 1990, the National Planning Policy Framework, and Policies 42, 44 and 45 of the Westminster City Plan 2019-2040 (January 2026).
