appearance of these buildings and fail to maintain or improve (preserve or enhance) the character and
appearance of the Pimlico Conservation Area. This would not meet Policies 42, 44 and 45 of the City

the Council's Affordable Housing Fund contrary to Policy 13 (F) of the City Plan 2019-2040 (January
2026) and our Planning Obligations and Affordable Housing SPD (February 2026) which seek to
maximise the provision of affordable homes in Westminster.

The proposed mansard roof would make the people living in Nos. 20 to 28 Lupus Street feel too shut in.
This is because of its bulk, choice of materials (brickwork), height and how close it is to windows in
those properties. This would not meet Policies 7 and 42 of the City Plan 2019 - 2040 (January 2026).
