The proposed serving hatch would result in increased noise and disturbance from customer
congregation, queueing and activity on the public highway to the detriment of the amenity of nearby
residential occupiers. The proposal is therefore contrary to Policies 7 and 37 of the Westminster City
Plan 2019-2040 (January 2026).

The proposed "sliding hatch" would require customers to block the highway while being served and
waiting to be served. This would impede the flow of pedestrians along the highway, reducing the ability
of pedestrians to pass and repass safely and conveniently. This would be contrary to Policies 29, 32 and
48 of the City Plan 2019-2040 (January 2026) and Westminster's Streets and Spaces Public Realm SPD
(2025).
