The proposed development, by reason of its scale, siting in a residential area and
its use, would cause undue noise and disturbance and would be out of keeping with
the surrounding residential area , to the detriment of the residential amenities of the
occupiers of neighbouring properties. The proposal would therefore be contrary to
Policies CS NPPF, CS1 and CS5 of the Local Plan Core Strategy (adopted
September 2012), Policy DM01 and DM14 of the Development Management
Policies DPD (adopted September 2012), and the Sustainable Design and
Construction SPD (2016).

The proposed development would by reason of its height, siting and elevated
position due to the levels of the site, appear as a prominent and visually obtrusive
feature when viewed from the adjacent listed building, Christ Church. Further,
insufficient and inaccurate information has been provided with regards to the
impacts of the proposed development on the structural integrity of the adjacent
listed building. The proposal would therefore have significant adverse impacts on
the adjacent statutory listed building, contrary to Policy CS5 of Barnet's Core
Strategy DPD (2012); Policies DM01, DM06 and DM18 of Barnet's Development
Management Policies DPD (2012) and the guidance contained within the National
Planning Policy Framework (2023).
