Class B) within a major town centre and has failed to provide evidence of vacancy
over a 12 month period along with demonstrable active marketing using reasonable
terms and conditions to evidence there is no reasonable prospect of the unit being
occupied for its business use. In addition, insufficient information has been provided
in respect of the proposed community facility to evaluate its contribution to the
Council's growth objectives for the local area. In the absence of this information,
the proposed development would result in the loss of employment generating
floorspace which could adversely impact the vitality and viability of the Edgware
Town Centre contrary to Policy DM14 of the Local Plan Development Management
Policies DPD (2012); Policies CS1 and CS NPPF of the Local Plan Core Strategy
(2012); Policy ECY01 of the Emerging Local Plan (Regulation 24 Stage - as
amended) and Policy E7 of the London Plan (2021)

The proposed roof decking area with associated privacy screening and front/rear
fenestration, by reason of its size, height, design, siting and appearance would
result in an overly dominant, out of character and incongruous form of development,
which would relate poorly and unsympathetically to the host building, streetscene
and locality, to the detriment of the character and appearance of the host property
and the surrounding area, contrary to Policies CS1 and CS5 of the of the Local Plan
Core Strategy (2012), Policy DM01 of the Local Plan Development Management
Policies DPD (2012) and Policy D3 of the London Plan (2021)
