such as to outweigh the harm have been identified and which would fail to preserve
or enhance the character and appearance of the Watling Estate Conservation Area,
contrary to Policies D3 and HC1 of the London Plan (2021), NPPF; Policy CDH01;
CDH05 and CDH08 of the LB Barnet Local Plan (2025), the Residential Design
Guidance SPD (2016) and the Watling Estate Conservation Area Character
Appraisal (2007)
