Why it was refused

Reason
As stated on the decision notice
1
The proposed development, by reason of its bulk, scale and appearance would represent an insufficiently high quality, incongruous and overly dominant form of development that, having regard to housing need, the presumption in favour of approving sustainable development and the tilted balance, fails to satisfactorily integrate with its surroundings negatively impacting on the enjoyment, function and safety of surrounding spaces, detrimental to and out of keeping with the character and appearance of the surrounding area which would not be outweighed by the public benefits of delivering new residential accommodation. The proposal is therefore contrary to the design objectives as set out in the National Planning Policy Framework 2021 (in particular Section 12); Polices D3, D4 and D9 of the London Plan (2021); Policy CP30 of the Enfield Core Strategy (2010); Policy DMD37 and DMD 43 of the Enfield Development Management Document (2014).
2
The proposed development, by reason existing low on-street parking availability, would provide inadequate additional capacity to serve overspill parking need from the on-site parking demand, and would increase existing on-street parking pressures, reducing available spaces used by vehicles to give way, and negatively impacting on the free flow and safety of traffic in the surrounding roads. As such and having regard to housing need, the presumption in favour of approving sustainable development and the tilted balance, it is considered that the harm to the surrounding highway network in terms of the safety of highway users would not be outweighed by the public benefits of delivering new residential accommodation the development is contrary to Policy T6 and T6.1 of the London Plan (2021), Policy CP24 of the Enfield Core Strategy (2010) and Policy DMD 45 of the Enfield Development Management Document (2014). Dated: 11 April 2022 Authorised on behalf of: Mr A Higham Head of Development Management Development Management, London Borough Enfield, PO Box 53, Civic Centre, Silver Street, Enfield, Middlesex, EN1 3XE If you have any questions about this decision, please contact the planning officer james.clark@enfield.gov.uk.
