The proposed additional storey, by virtue of its height, bulk and massing in close proximity to the rears of Nos. 1 to 3 Graham Cottages on Laurel Bank Road, would be an overbearing form of development resulting in an unacceptable loss of outlook and daylight as perceived by those three neighbouring properties. The proposal would, therefore, be contrary to the policies of the National Planning Policy Framework 2019 (and 2021) and is refused in accordance with paragraph A.2.(1)(g) of Class A of Part 20 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended).
