The proposed development would exceed local identified need for this form specialist housing
within the Borough contrary to policies H12 of the London Plan 2021, Core Policy 6 of the Core
Strategy 2010 and policy DMD 15 of the Development management document 2014.

The proposed development by reason of the insufficient and poor quality amenity space
proposed would provide poor living conditions for the future occupiers of the proposed unit. Contrary to
policies D6 of the London Plan 2021 and policy DMD 8 and DMD 9 of the development management
document 2014 and the NPPF taken as a whole.

The proposed amenity space, by virtue of its proximity to the rear window opening of no.94 and
second floor window opening serving the hotel room to the rear of the Holtwhites Hotel would create a
poor living environment for existing and future occupiers by reason of the resultant unacceptable
overlooking and inadequate levels of privacy, contrary to Policy D3 of the London Plan 2021, Policy
CP30 of the Enfield Core Strategy (2016), Policies DMD8 and DMD37 of the Enfield Development
Management Document (2014).

The applicant has failed to demonstrate the proposed use of 2 existing off-street parking
spaces would no longer be required by adjoining uses, and therefore has failed to demonstrate that
there would be no increase in on-street parking pressures or adversely affect highway safety and the
free flow of traffic, contrary to policies T6 of the London Plan (2021), Policy CP 25 of the Enfield Core
Strategy (2010), and Policies DMD 8, DMD 45, and DMD 47 of the Enfield Development Management
Document (2014) and the NPPF taken as a whole.
