The proposed hip to gable roof extension and rear dormer, by virtue of their design, size, location and materials, would disrupt the character and visual balance of the pair of semi-detached properties of which the subject property forms a part and would also appear dominant and incongruous in the wider street scene of Cecil Road and its surroundings, thereby causing harm to the character and appearance of the Enfield Town Conservation Area and the setting of the locally listed Town Park to the rear of the subject site. The proposal is therefore contrary to Policies D3, D4 and HC1 of the London Plan 2021, CP 30 and CP 31 of the Enfield Core Strategy 2010, DMD 13, DMD 37 and DMD 44 of the Enfield Development Management Document 2014 and the National Planning Policy Framework 2021 (in particular section 16). The Planning Inspectorate (on behalf of the Secretary of State) will determine the appeal procedure to be followed. Normally this will proceed by way of the Householder Appeal Service which will rely solely on information submitted at application stage. The Council will send copies of any letters of objection or support they received when considering your application. Further submissions or statements will not be accepted by the Planning Inspectorate. Your householder appeal will be decided by a Planning Inspector. He/she will consider all the application documents and grounds of appeal and also make an unaccompanied visit to the appeal site. You may be required to provide access to the site for the Inspector. The Secretary of State can allow a longer period for giving notice of an appeal but will not normally be prepared to use this power unless there are special circumstances which excuse the delay in giving notice of appeal. The Secretary of State need not consider an appeal if it seems to the Secretary of State that the local planning authority could not have granted planning permission for the proposed development or could not have granted it without the conditions they imposed, having regard to the statutory requirements, to the provisions of any development order and to any directions given under a development order. If you intend to submit an appeal that you would like examined by inquiry then you must notify the Local Planning Authority and Planning Inspectorate (inquiryappeals@planninginspectorate.gov.uk) at least 10 days before submitting the appeal.
