The proposed development, by virtue of its detailed design, excessive site coverage and
discordant visual relationship with the preserved trees to its front and the existing No. 46 London Road
to its side, would appear visually intrusive, fail to have appropriate regard to its surroundings and
cause harm to the character and appearance of the Enfield Town Conservation Area. The proposal is
therefore contrary to Policies D3, D4 and HC1 of the London Plan 2021, CP 30 and CP 31 of the
Enfield Core Strategy 2010, DMD 6, DMD 8, DMD 37 and DMD 44 of the Enfield Development
Management Document 2014 and the policies of the National Planning Policy Framework 2021 taken
as a whole.

The proposed new dwellings, by virtue of their lack of private external amenity space,
inadequate internal areas and inadequate outlook due to the proposed building's relationship with the
preserved trees on the development site, would fail to offer acceptable living conditions for their future
occupiers. The proposal is therefore contrary to Policy D6 of the London Plan 2021, CP 4 of the
Enfield Core Strategy 2010, DMD 6, DMD 8 and DMD 9 of the Enfield Development Management
Document 2014 and the policies of the National Planning Policy Framework 2021 taken as a whole.

The proposed development, both due to the absence of an adequate Arboricultural Impacts
Assessment and by virtue of its size and proximity to the two preserved trees on the development site,
would cause harm to the long term health and amenity value of these preserved trees (due to the
severe pruning required during the proposal's construction phase and then the ongoing regular re-
pruning required thereafter) and fails to provide adequate separation between the built form and the
trees. The proposal is therefore contrary to Policy G7 of the London Plan 2021, DMD 80 of the Enfield
Development Management Document 2014 and the policies of the National Planning Policy
Framework 2021 taken as a whole.

The proposed development, in the absence of a legal agreement securing the development as
'car free', would contribute unacceptably to parking congestion in the Enfield Town Controlled Parking
Zone, giving rise to conditions prejudicial to the free flow and safety of vehicular traffic and
pedestrians, and would fail promote the use of sustainable modes of transport. The proposal would,
therefore, be contrary to Policies T6 and T6.1 of the London Plan 2021, CP 24 of the Enfield Core
Strategy 2010, DMD 45 of the Enfield Development Management Document 2014 and the policies of
the National Planning Policy Framework 2021 taken as a whole.
