The proposed conversion of the existing unit into self-contained flats would fail to provide compensatory provision for the loss of family accommodation within the development. The proposal is therefore contrary to policy H10 of the London Plan (2021), policy CP5 of the Enfield Core Strategy (2010), policies DMD5 and DMD8 of the Enfield Development Management Document (2014) and the Enfield Strategic Housing Market Assessment (2015).

The proposed development, by virtue of its poor internal layout and insufficient natural daylight and sunlight to the living space of the lower floor flat, and inadequate internal space to the upper flat, would result in substandard and inappropriate accommodation incapable of meeting the reasonable needs of occupiers. The proposal is therefore contrary to Section 12 of the National Planning Policy Framework (2021), policies D3, D5 and D6 of the London Plan (2021), policy CP4 of the Enfield Core Strategy (2010), policies DMD6, DMD8 and DMD9 of the Enfield Development Management Document (2014) and the London Housing Supplementary Planning Guidance (2016).

The proposed cycle parking, by virtue of its location and design, would be unacceptable in terms of accessibility and security. The proposal is therefore contrary to policy T5 of the London Plan (2021), and policy DMD45 of the Enfield Development Management Document (2014).

The proposed amount and layout of car parking would exceed the maximum standard of one car parking space per dwelling and would not enable adequate manoeuvring of vehicles on and off the highway. The proposal is therefore contrary to policies T6 and T6.1 of the London Plan (2021), and policy DMD45 of the Enfield Development Management Document (2014).
