The proposed vehicular access would by reason of it's proximity to the existing street tree could have potential negative impact to health and viability of the existing street tree which would have a negative aesthetic impact on the character of the street scene causing visual harm, and in this respect the proposal would therefore be contrary to Core Strategy Policy CP25 and CP30 and Development Management Document Policies DMD37, DMD46 and DMD80 as well as the Council's Technical Footway Guidance 2013, and the aims of the NPPF.
