The proposed development, by reason of the design of fenestration and materials proposed in
respect of Houses 1 and 2; would result in a discordant form of development that fails to relate
satisfactorily to the adjacent Locally Listed Bourne Methodist Church and hall and the extensive hard
surfacing to the front of the site, boundary treatment and overall layout which makes insufficient
provision for soft landscaping would detract from the visual amenities of the street scene and the open
character and appearance of the surrounding area. The proposal is contrary to Section 12 of the
National Planning Policy Framework 2023; Policies D3 and D4 of the London Plan 2021, Policies
CP30 and CP31 of the Core Strategy 2010, Policies DMD 6, DMD8, DMD37 and DMD44 of the
Enfield Development Management Document 2014.

The proposal would provide a poor and unacceptable standard of accommodation in terms of
perceived privacy and overlooking between the proposed dwelling houses and to their respective
private amenity space, detrimental to the living conditions of future occupiers of the development and
would result in a contrived form of development which is indicative of the over intensive of the site. The
proposal is contrary to Section 12 of the National Planning Policy Framework 2023; Policy D6 of The
London Plan 2021, Policy CS4 of the Core Strategy 2010, Policies DMD6, DMD8 and DMD 10 of the
Development Management Document (2014).

The proposed development fails to sufficiently demonstrate that adequate parking, operational
refuse storage and functional access arrangements would be provided. As such, the proposal would
be prejudicial to highway and pedestrian safety and the free flow of traffic on The Bourne, a Classified
Road. The proposal fails to ensure that adequate facilities and functional services would be provided
of future occupiers and ensure that their safety would not be prejudiced. The proposal would be
contrary to Section 9 of the National Planning Policy Framework 2023; Policies D3, D12, T4 and T6 of
the London Plan 2021, Policy CS24 of the Core Strategy 2010 and Policies DMD6, DMD8, DMD45,
DMD46 and DMD47 of the Development Management Document 2014.
