The proposed development by virtue of its substandard floorspace, bedroom sizes, layout,
limited head height and lack of private amenity space would represent a substandard and
inappropriate form of accommodation which would not be capable of meeting the reasonable
needs of occupiers and would be detrimental to the residential amenities of future occupants.
The proposal is thereby contrary to Policy D6 of the London Plan (2021), Policy CP4 of the
Enfield Plan Core Strategy, Policies DMD5, DMD8, DMD9 and DMD37 of the Development
Management Document, the Mayor of London Housing Supplementary Planning Guidance,
The Technical Housing Standards-Nationally Described Space Standards and the guidance
contained within the National Planning Policy Framework (2023).

The site falls within Flood Zone 2 and insufficient information has been submitted to
appropriately consider and mitigate the risks of flooding / surface water from all possible
sources and allow for adequate measures to make the proposed development safe over its
lifetime. Therefore, the proposal is not compliant with the National Planning Policy Framework
(NPPF, 2023), Policies SI 12 and SI 13 of the London Plan (2021), DMD 59, DMD 60, DMD 61,
DMD 62 and DMD 63 of the Development Management Document (2014) and CP21, CP28
and CP29 of the Core Strategy (2010).
