The development, by virtue of the materials used (UPVC) and the detailed design, creates a visually intrusive form of development which detracts from the appearance of the locally listed building (non-designated heritage asset) and is detrimental to the character of the surrounding Enfield Town Conservation Area (designated heritage asset). The development is therefore contrary to policies CP30 and CP31 of the Core Strategy (2010), Policies DMD37 and DMD 44 of the Development Management Document (2014), Policies HC1 and D4 of The London Plan (2021) and guidance contained within the National Planning Policy Framework (2021), particularly section 16.
