The proposed change of use would result in the loss of Use Class E within Enfield Town Local
Centre, without evidence to justify this loss, which in turn would undermine the objective of protecting
employment uses (outside of the SIL or LSIS), contrary to Section 7 of the National Planning Policy
Framework (2023) Policies CP13, CP19 and CP30 of the Enfield Core Strategy (2010), DMD22 and
DMD37 of the Enfield Development Management Document (2014).

The proposed ground floor rear flat (Flats 1), by reason of its location adjacent to the car park
supporting adjoining commercial units, poor access and proximity to the existing commercial units
would give rise to unneighbourly loss of privacy and outlook and would result in a poor quality of
residential accommodation for future occupants contrary to Section of the National Planning Policy
Framework (2023), Policies D3, D4 and D6 of the London Plan (2021), CP30 of the Enfield Core
Strategy (2010), DMD6, DMD8, DMD10 and DMD37 of the Enfield Development Management
Document (2014).

The proposal fails to provide adequate pedestrian access to Flat 1 resulting a poor form of
residential accommodation, contrary to Policies CP4 of the Enfield Core Strategy (2010), DMD8,
DMD37, DMD47 of the Enfield Development Management Document (2014).

The proposed development, in the absence of adequate waste storage would fail to provide a
convenient and accessible facility for managing waste generated by the development for future
occupiers. The proposal is therefore contrary to Section 9 of the National Planning Policy Framework
(2023), Policies T4 and T7 of the London Plan (2021), Policy CP22 of the Enfield Core Strategy (2010)
Policies DMD30, DMD45, DMD47 and DMD48 of the Enfield Development Management Document
(2014) and the Enfield Waste and Recycling Storage Planning Guidance (2020).
