The proposal use of the outbuilding as residential accommodation in connection with the HMO
is prohibited. The outbuilding is unsuitable for habitable use due to its detachment from the main
dwelling, lack of integration, and failure to meet required standards for light, ventilation, and residential
amenity. This would result in substandard living conditions and is therefore contrary to Section 12 of
the National Planning Policy Framework (2024), Policies D3, D4, D5, D6, and D8 of the London Plan
(2021), Policy CP30 of the Enfield Core Strategy (2010), and Policies DMD6, DMD8, DMD9, and
DMD37 of the Enfield Development Management Document (2014).

The proposal by reason of its inadequate communal kitchen/living space, would represent a
substandard and inappropriate form of accommodation which would not be capable of meeting the
reasonable needs of occupiers and would be detrimental to the residential amenities of future
occupants. The proposal is thereby contrary to Policy D6 of the London Plan, Policy CP4 of the Enfield
Plan Core Strategy, Policies DMD5, DMD8 and DMD9 of the Development Management Document,
the Mayor of London Housing Supplementary Planning Guidance, The Technical Housing Standards-
Nationally Described Space Standards and the guidance contained within the National Planning Policy
Framework (2024).
