In the absence of safe, secure, and accessible cycle storage facilities, it is considered that the proposal undermines efforts to reduce reliance on private vehicles and would therefore compromise the living conditions of future occupants which would fail to promote or prioritise the use of sustainable modes of transport. The development is therefore in contrary to Section 9 of the National Planning Policy Framework (NPPF), Policies T2, T3, T4, T5, T6 and T7 of the London Plan, Policy CP30 of the Core Strategy and Policies DMD5, DMD8, DMD37 and DMD45 of the Development Management Document.
