Timeline

No dated events are recorded.

Why it was refused

Reason
As stated on the decision notice
1
The proposed development, by reason of its siting, design and visibility from the public realm would fail to preserve or enhance the character and appearance of the Fore Street Conservation Area and would be detrimental to the visual amenities of the street scene and surrounding area, being contrary to Policies D3, D4, D8 and HC1 of the London Plan 2021; Policies CP30 and CP31 of the Core Strategy 2010 and Policies DMD37, DMD39 and DMD44 of the Enfield Development Management Document 2014.
2
The proposed change of use by reason of its siting in proximity to neighbouring residential properties would give rise to an unacceptable increase in noise and disturbance that would detract from the from the amenities of the occupiers of nearby residential properties, contrary to Policy D14 of the London Plan 2021, Policy CP30 of the Enfield Core Strategy 2010 and Policies DMD37 and DMD68 of the Enfield Development Management Document 2014.
3
The proposed change of use would fail to provide acceptable access and egress arrangements to Alpha road and inadequate vehicle management to ensure that the use would not give rise to conditions prejudicial to the free flow and safety of vehicular traffic and pedestrians. The proposed development would therefore be contrary to Policies T5 of the London Plan 2021; Policies CP24 and CP25 of the Core Strategy 2010; Policies DMD45 and DMD47 of the Enfield Development Management Document 2014.
4
The proposed development, in the absence of adequate cycle storage, fails to provide a secure, convenient and high quality facility for all types of bicycles and would fail to prioritise or promote the use of sustainable modes of transport, contrary to Policies T2, T3, T4, T6, T6.1 and T7 of the London Plan 2021, CP24 and CP25 of the Enfield Core Strategy (2010), DMD45, DMD46, DMD47 and DMD48 of the Enfield Development Management Document (2014.)
5
The proposed development, in the absence of an adequate sustainable drainage strategy and acceptable arrangements for the disposal of commercial waste run-off water fails to demonstrate how proposed measures manage the risk of flooding from surface water run-off and follow the drainage hierarchy in the London Plan and would increase the risk of water pollution contrary to Policies SI 12 and SI 13 of the London Plan (2021), Policy CP28 of the Enfield Core Strategy 2010, Policies DMD59, DMD60, DMD61, DMD62 and of the Enfield Development Management Document (2014).
