The proposed external alterations are intrinsically linked to proposed internal works to the Listed Building for which Listed Building Consent has not been approved. In the absence of such an approval the applicant has failed to demonstrate that the development as a whole can progress without causing harm to the listed building. Furthermore, a lack of sufficient information, pertaining to window detailing and the potential loss of historic fabric, has been provided. As such, it is considered that the development would result in 'less than substantial' harm to the special architectural and historic interest of the listed building as a designated heritage asset, which is not outweighed by any public benefits. The proposal is therefore contrary to Sections 16(2), 66 (1) and 72 (1) of the Planning (Listed Building and Conservation Areas) Act 1990, 12 and 16 of the National Planning Policy Framework (2021), Policies D5, HC1 of the London Plan (2021), CP30 and CP31 of the Enfield CoreStrategy (2010), DMD11, DMD37 and DMD44 of the Enfield Development Management Document (2014), the Enfield Town Conservation Area Management proposals (2015), and the Enfield Heritage Strategy 2019 - 2024 (2019).
