The proposed development constitutes a sub-standard form of accommodation for the newly
subdivided 2-bedroom house by virtue of poor outlook, inadequate daylight and sunlight, insufficient
floor-to-ceiling heights, and a lack of access to private amenity space. The retained 5-bedroom
dwellinghouse, also fails to achieve a sufficient internal floor-to-ceiling height. Furthermore, based on
its siting, the proposed use of the front forecourt of the site as a private amenity area would give rise to
harmful overlooking of the ground floor front habitable room windows of the retained 5-bedroom
dwellinghouse, unduly restricting privacy afforded to occupants of this property. The public benefit of
providing an additional residential unit does not outweigh the harm outlined above. The development
would thereby be contrary to policies D3, D5 and D6 of the London Plan (2021) policies CP2 and CP4
of the Core Strategy (2010), Policies DMD 5, DMD 8 and DMD 9 of the Development Management
Document (2014), the London Plan Housing SPG (2016), the London Plan Housing Design Standards
LPG (2023), the Technical housing standards - NDSS (2015), and the NPPF (2024)

The proposed development, by reason of its uncharacteristic use of the front forecourt as a
primary outdoor amenity area, and uncharacteristic vertical subdivision of the front forecourt of the
property through the provision of a new brick wall between the two dwellinghouses would serve to
prominently formalise the subdivision of the original dwellinghouse resulting in an incongruous and
unsympathetic form of development which would appear unduly at odds with the established pattern of
front forecourts within the locality. The public benefit of providing an additional residential unit does not
outweigh the harm outlined above. The development would thereby be contrary to Policies D3 of the
London Plan (2021), Policy CP30 of the Core Strategy (2010), Policy DMD 37 of the Development
Management Document (2014) as well as the aims and intentions outlined within the NPPF (2024).
