The retrospective proposal for the change of use into a house of multiple occupation (C4 Use)
results in more than one property out of a consecutive row of five properties being converted and
result in a clustering of conversions along this terrace of buildings, unduly at odds with the
predominant pattern of single family dwellinghouses along the road, contrary to Section 5 of the
National Planning Policy Framework (2024), Policies CP30 of the Enfield Core Strategy (2010) and
DMD 5 and DMD 37 of the Enfield Development Management Document (2014).

The retrospective conversion, due to the inadequate and cramped size and layout of the
kitchen and the excessive bedroom density, fails to provide an HMO of an appropriate size or
standard. The development would result in substandard and unsuitable accommodation incapable of
meeting the reasonable needs of future occupiers. The proposal is therefore contrary to Sections 2
and 12 of the National Planning Policy Framework (2024), Policies D5 and D6 of the London Plan
(2021), Policy CP30 of the Enfield Core Strategy (2010), and Policies DMD 5, DMD 6, DMD 8 and
DMD 37 of the Enfield Development Management Document (2014).

The development is located in Flood Zone 2 and is therefore subject to high risk of flooding.
The flood depths in this area are considered too great to allow any bedrooms at ground floor level and
in the absence of a Flood Risk Assessment and source control SuDS measures the development fails
to demonstrate that the development would both be safe from flooding; will not increase flood risk
elsewhere or demonstrate measures to manage the risk of flooding from surface water run-off and
follow the drainage hierarchy in the London Plan. This is contrary to guidance in Section 14 of the
National Planning Policy Framework (2024); Policies SI 12 and SI 13 of the London Plan (2021);
Policy CP28 of the Core Strategy (2010) and Policies DMD59, DMD60 and DMD61 of the
Development Management Document (2014).
