The proposed conversion of the existing single family dwellinghouse into two self-contained
flats, by reason of the failure to provide a compensatory family-sized unit and the cumulative
concentration of flat conversions along this section of Stainton Road exceeding the 1-in-5 threshold,
would result in the unjustified loss of family housing stock and an excessive concentration of
subdivisions harmful to the established residential character and function of the area. The proposal is
therefore contrary to Section 5 of the National Planning Policy Framework (2024), Policy D3 of the
London Plan (2021), Policies CP4 and CP5 of the Enfield Core Strategy (2010), and Policies DMD5,
DMD6 and DMD37 of the Enfield Development Management Document (2014).

The proposed development, by virtue of the absence of any private amenity space serving the
first floor flat, would result in a substandard form of accommodation incapable of meeting the
reasonable needs of future occupiers, contrary to Section 12 of the National Planning Policy
Framework (2024), Policies D4 and D6 of the London Plan (2021), Policy CP 30 of the Enfield Core
Strategy (2010), and Policy DMD 9 of the Enfield Development Management Document (2014).
