The proposed retrospective development for the change of use to a place of worship, by
reason of the intensity and nature of the use (including amplified speech and congregational singing)
and the absence of a satisfactory, robustly evidenced noise mitigation scheme (including no confirmed
sound insulation), would be likely to result in unacceptable noise and disturbance to neighbouring
residential occupiers contrary to Policies DMD 16, DMD64 and DMD68 and Core Strategy CP32, and
London Plan (2021) Policies D13 and D14 and the NPPF (2024).

In the absence of an Operational Management Plan (or equivalent) to demonstrate how the
use would be managed in practice, including peak arrivals/departures, drop-off pick/up activity, car
sharing arrangements and any occasional larger events, the Local Planning Authority cannot be
satisfied that the development would operate without causing unacceptable parking stress, highway
safety concerns or associated disturbance on surrounding residential streets contrary to Enfield DMD
Policy DMD45, DMD47 and DMD48 London Plan (2021) Policies T4 and T6 and the NPPF (2024).
