The removal of the front boundary wall and soft landscaping, and the increase in hardstanding
to the front garden, would harm the character and appearance of the property, the street scene, and
the Lakes Estate Conservation Area. The proposal would fail to preserve or enhance the character of
the Conservation Area and is therefore contrary to the National Planning Policy Framework (2024),
Policies CP30 and CP31 of the Core Strategy (2010), Policies DMD37 and DMD44 of the
Development Management Document (2014), and the Lakes Estate Conservation Area Character
Appraisal (2015).
