The proposed development would have a detrimental impact upon the significance of a non-
designated heritage asset contrary to Paragraph 203 of the National Planning Policy Framework. The
harm caused is not outweighed by public benefits and therefore fails to accord with Section 16 of the
National Planning Policy Framework 2024; Policy HC1 of the London Plan 2021; Policies 37 and 44 of
the DMD 2014; Policy 31 of the Core Strategy 2010; and Policies DE1, DE4, DE10, and DE15 of the
Enfield New Local Plan 2024.

The creation of two residential units abutting and in close proximity to this functioning,
disorderly service road, which is host to a high volume of waste receptacles associated with adjoining
commercial units, would not create an acceptable living environment for future occupants. As such the
proposal is contrary to Policy GG3 of London Plan (2021), Policy CP 30 of Core Strategy (2010),
Policies DMD 8 and DMD 37 of the Development Management Document (2014) and the NPPF
(2024).

By virtue of the siting of the proposed extension, some 4.5 metres from the rear of the existing
residential units at 749 Green Lanes, the development would create a sense of enclosure for adjoining
residents, to the detriment of their residential amenity. As such, the proposal is contrary to Policy GG3
of London Plan (2021), Policy CP 30 of Core Strategy (2010), Policies DMD 8 and DMD 37 of the
Development Management Document (2014) and the NPPF (2024).

The proposed development would overlook the rear gardens of neighbouring properties at
Station Road to such an extent, due to separation distances, that the residential amenity enjoyed of
occupants would be reduced to unacceptable levels. As such, the proposal is contrary to Policy GG3
of London Plan (2021), Policy CP 30 of Core Strategy (2010), Policies DMD 8 and DMD 37 of the
Development Management Document (2014) and the NPPF (2024).
